De-parishing of Beggarwood wardBasingstoke electoral services have sent all residents a letter explaining the proposed de-parishing of Dummer's Beggarwood ward and the issues concerned. The idea is to bring parliamentary, borough and parish council boundaries into line. The PC believes that this is an important decision which will ensure effective representation of both wards. At the same time, Hatch Warren residents' association is investigating the possibility of expanding their association so that it includes the Beggarwood ward. Current issues are location of a primary school and volume and speed of trafficVillage Design StatementThe Dummer Village Design Statement is proceeding apace under the guidance of joint secretaries Liz Fearn and Cathy Dodd, with Mike Dearlove as project manager. Stafford Napier has been elected chair of the meetings and Tony Pielow has volunteered to be editor of the final publication. The process will involve the whole village through questionnaires and interviews and in the early summer there will be a meeting of as many villagers as possible. Basingstoke & Deane’s grant will allow us to use the services of an experienced external advisor to help facilitate the VDS objectives.Basingstoke & Deane Local PlanBasingstoke is in the middle of setting future planning policy for 2003 to 2011, and it may extend to 2016. The process coincides with the government’s Green Paper on planning which aims to simplify the current complex guidelines contained in many layers of policy for region, county, borough and parish, the latter in the form of village design statements, which were first proposed in the 1990s. The Local Plan will evolve in several phases. The first of these has already happened and was a period of public consultation in which landowners registered potential development sites and included an exhibition at the Anvil. There are a number of sites registered within Dummer parish. The majority are north of the M3, adjacent to the A30, and one is on the edge of the village, adjacent to Glebe Close (the Shetland ponies’ field). Basingstoke & Deane’s first proposals will be published in the summer.New Parish CouncillorFollowing the resignation of Eric Clucas at the end of last year, the PC co-opted Barry Dodd to join the team. Barry has lived and worked in the village for many years and been a regular attendee at meetings.Welcome to PC Bob SuchWe were all sad to see PC Chris Brooks’ beat boundary changed at the end of last year and our sincere thanks to him for all his hard work over the years. However we are very pleased to welcome PC Bob Such to the village. As well as covering Preston Candover and Ellisfield, his beat will now also include Dummer, Farleigh Wallop and Cliddesden."Litter pick"Dummer’s verges have been ravaged again this year by careless drivers, delivery lorries, abandoned vehicles and inconsiderate people who drop litter - and worse! The PC endeavour to report all abandoned vehicles and we request that developers make good any damage caused - but litter is best addressed by community action. Volunteers are requested for an organised “litter pick” on Sunday 14 April at 2 p.m.. On the same day, those who wish to don waders can also help to clean the pond under the direction of Monica Marchant.
